Blair Plain / Neil Road shophouses
Blair Road, Neil Road and Spottiswoode Park — conserved terraces on the quiet side of Tanjong Pagar, more home than high-street.
Parent district: District 01–02 CBD · Also briefed as Blair Road. This page is the neighbourhood layer — street character and use mix for Blair Plain / Neil Road, not a live price list.
Street character
Blair Plain is a gazetted conservation area of low-rise terraces and shophouses along Blair Road, Everton Road, Spottiswoode Park Road and the Neil Road edge. The streets are tree-lined and residential in mood — Peranakan-influenced façades, private frontages, far less F&B spillover than Keong Saik / Duxton. Neil Road itself is a longer historic spine that changes character as it runs from Chinatown toward this quieter pocket.
This is the CBD-belt page for buyers who liked the idea of Tanjong Pagar but do not want a restaurant downstairs. It has more in common with Emerald Hill or Cairnhill (lived-in conservation) than with Club Street, even though the parent district hub is still District 01–02 CBD.
Typical use mix
Primarily residential occupation of conserved terraces, with limited home-office use where guidelines allow. Customer-facing F&B or retail is often restricted on residential conservation lots. If your thesis is a restaurant shell, you are probably on the wrong street — look at Tanjong Pagar or Club Street instead.
Tenure and conservation notes
Conservation duties on façade and roofscape are central to value — these streets are protected as a residential historic precinct, not as a dining brand. Tenure is typically freehold on the better terraces, but verify. Because many lots are residential, ABSD and residential stamp duty can apply. That is the opposite assumption from a Telok Ayer commercial brief. Read the ABSD commercial vs residential guide and the URA buyer manual.
Who buys or leases here
Owner-occupiers who want a conserved terrace within reach of the CBD, and long-hold buyers who will not force a commercial yield model onto a house. Leasing, when it happens, is closer to high-end residential than to F&B psf. Whole-building “shophouse for rent” economics from Joo Chiat do not transfer cleanly.
Caveats
Do not assume commercial zoning or no-ABSD treatment from the shophouse look. Parking is scarce. Works are slow when conservation and residential bye-laws stack. We do not quote invented house prices. If you need commercial inventory, return to commercial shophouses for sale.

Frequently Asked Questions
Is Blair Plain a commercial shophouse cluster?+
No. It is a residential-leaning conservation precinct. Some edge lots on Neil Road may differ, but the default brief is a conserved terrace, not a restaurant shell.
Will I pay ABSD here?+
If the lot is residential, ABSD may apply depending on buyer profile. Do not import the full-commercial no-ABSD assumption from Telok Ayer.
Can I run a café on Blair Road?+
Customer-facing F&B usually requires change of use and is often restricted in residential conservation areas. Home-office use may be more realistic than a public café.
Why group Neil Road with Blair Plain?+
Neil Road is the historic connector; the Blair Plain gazette covers the quieter residential streets off it. Always check which conservation area and zoning the specific lot sits in.
