Hospitality Use

Shophouse Hostel and Boutique Hotel Rules

What it takes to run short-stay accommodation from a shophouse.

The short answer

A Singapore shophouse can operate as a boutique hotel or hostel only if URA allows hotel use for that site and the operator holds the required hotel licence from the Singapore Tourism Board. Short-term letting of ordinary residential premises is restricted, so the property must qualify as proper hotel accommodation.

Short-stay rules for residential shophouses

Private residential premises in Singapore are subject to a minimum rental period rule administered by URA, which prevents ordinary homes being run as short-term accommodation. A residential shophouse therefore cannot simply be listed on a booking platform. Check URA's current minimum stay requirements and consult your lawyer.

A hotel licence does not fix a site that has no approved hotel use.

Practicalities

  • Narrow floor plates mean few rooms per building, so economics depend on room rate and efficient operations.
  • Conservation façades limit changes such as new openings and rooftop plant.
  • Guests need clear fire escape routes from every room.
  • Check heritage district context: some streets are quiet residential and may resist hospitality use.

Frequently Asked Questions

Can I turn a shophouse into a boutique hotel in Singapore?+

Possibly, if URA permits hotel use at the site and you obtain the required STB licence and SCDF approvals. Conservation guidelines also apply to any works.

Can I run Airbnb from a shophouse?+

Private residential premises are subject to a minimum rental period, so ordinary short stays are generally not allowed. Check URA's current rules before offering short stays.

Who licenses hotels in Singapore?+

The Singapore Tourism Board, through the Hotels Licensing Board, licenses hotels under the Hotels Act. Confirm whether your accommodation type needs a licence.

Are hostels allowed in shophouses?+

Hostel and backpacker use is possible in some shophouses where approved use and licensing allow, with extra attention to fire safety for dormitory layouts.

Is a boutique hotel a good use of a conservation shophouse?+

It can be, but narrow rooms, limited scale and conservation constraints affect economics. Test the numbers with an operator before acquiring.
