Everton Park shophouses
A quiet pocket where an HDB estate sits beside conserved Art Deco shophouses on Everton Road — a residential street, not a dining destination.
The short answer
Everton Park is an HDB estate beside Everton Road, where conserved shophouses and terraces sit inside the Blair Plain Conservation Area. URA describes the area as largely a quiet residential neighbourhood, with Art Deco and Modern shophouses on Everton Road. The HDB flats are not shophouses, so any Everton Road shophouse purchase is a separate private transaction.

Everton Road shophouse and Everton Park: what is here
Searches for an Everton Park shophouse or an Everton Road shophouse point to two very different things that share a postcode area. Everton Park is a public-housing (HDB) estate. Everton Road, a few steps away, is one of the narrow inner streets of the Blair Plain Conservation Area, lined with conserved shophouses and terraces. Our Blair Plain and Neil Road briefing explains why this pocket is residential-leaning.
That distinction matters. HDB flats cannot be bought as shophouses, and a private shophouse on Everton Road is a heritage house with conservation obligations. If you are exploring the wider relationship between HDB estates and heritage shophouses, see our HDB shophouses page.
In practice, a buyer's first task is to decide which of the two products they actually want. A public-housing flat is a leasehold home bought under HDB eligibility rules. A conserved private shophouse or terrace is a heritage house with its own approvals, restoration duties and tax treatment. Mixing the two in one search leads to confusion about price, financing and what the property can legally be used for, so separate the searches from the start and compare like with like.
History of Everton Road and Everton Park
URA's Blair Plain description explains that the area is named after the low-lying plain that stretched from Kampong Bahru Road to the sea. It was first substantially built up before the end of the nineteenth century, when detached bungalows were redeveloped and the land subdivided into urban terraces. An 1881 map shows Kampong Bahru Road, Spottiswoode Park Road and Everton Road with terraced buildings, likely in the Early Shophouse style, and some of them still exist.
From the 1900s onwards further urbanisation followed. The Everton Park HDB estate is a later, public-housing layer on the same ground. Secondary sources describe it as a 1960s development of flats, but we have not verified the details against HDB records, so treat the exact opening date and block count as something to check. The Blair Plain Conservation Area itself was gazetted on 25 October 1991.

Streets, shophouse stock and architectural styles
URA describes Blair Plain as having two- and three-storey shophouses and terrace houses of various architectural styles, and notes that along Everton Road there are some shophouses in the Art Deco and Modern styles. Terraces of the Transitional and Late styles line Blair Road and Neil Road, mixing Chinese, Malay and European design elements. This is a different look from the pastel Peranakan terraces of Emerald Hill and from the dense F&B rows of Tanjong Pagar.
When viewing an Everton Road lot, look for the following:
- Art Deco and Modern façade details, which are plainer and more geometric than Early Shophouse ornament.
- Narrow lots and party walls along the row, which affect structural works.
- Five-foot-way frontage and the extent to which it has been retained.
- Rear extensions of varying vintage and their approved status.
- The relationship to the HDB blocks nearby, which can affect outlook and noise.
- Parking and access constraints on narrow inner streets.
Typical uses: homes first
URA says that, apart from some commercial uses along Kampong Bahru Road and Neil Road, the Blair Plain area is largely a quiet residential neighbourhood. Everton Road follows that pattern. A buyer should expect residential occupation, perhaps with a small home office where rules allow, rather than a ground-floor restaurant or shop.
Customer-facing F&B or retail usually needs URA permission for change of use and is often restricted in residential conservation streets. If you want a commercial trading street, compare Tras Street or Club Street, and read the F&B licensing and change-of-use guide.

URA conservation status and what it means
Everton Road lies within the Blair Plain Conservation Area. Conserved shophouses and terraces must generally retain and restore the façade, five-foot-way and roof form, and conservation permission is required for additions and alterations. Interiors and rear portions can be adapted within approved parameters, though party walls and narrow plots limit how far a layout can change. Always verify the status of the specific address on URA SPACE.
Our URA conservation buyer manual explains the approval path. The HDB blocks at Everton Park are governed by HDB rules, not by the conservation guidelines.
Transport and MRT access
Outram Park MRT, an interchange for the East-West, North East and Thomson-East Coast lines, and Tanjong Pagar MRT on the East-West Line are the stations most associated with this pocket. Which is closer depends on the lot, so walk the route from the actual address. Bus services run along Cantonment Road and Neil Road, but check the LTA journey planner for current routes.
Parking and vehicle access are limited, and narrow lanes also make deliveries and contractor access harder during restoration works. If you rely on a car, confirm parking arrangements per lot.
Everton Road shophouse for sale and for rent: price and rent context
As of November 2026 we do not publish a price per square foot for Everton Road, because a handful of heterogeneous private lots cannot support a reliable average. A search for an Everton Road shophouse for sale or an Everton Park shophouse for sale will often return few live listings. HDB flats in Everton Park are sold through HDB's resale process and are priced and regulated separately, so do not mix their numbers with private heritage houses.
To get evidence, use URA REALIS or the public URA transaction search for the private lots, filtering by street name, and read land area, tenure and date for each caveat. For HDB resale, use HDB's public resale data. For an Everton Road shophouse for rent, expect leasing to behave like residential rather than commercial shophouse rent, so compare with similar conserved terraces in Blair Plain and Neil Road. Our conservation shophouses for sale and shophouses for rent pages show what is currently listed across the wider belt.

Dining, retail and lifestyle around Everton Park
The street is calm, and its mix of long-standing public-housing residents and owners of conserved houses gives it a settled, lived-in character that is quite different from the visitor-oriented Chinatown streets. Daily needs are served by the surrounding Outram and Tanjong Pagar neighbourhoods, and the heritage dining belt of Keong Saik, Duxton and Tanjong Pagar is a short trip away. We make no claims about specific tenants, since businesses change.

Investment and living angle
Treat an Everton Road house as a lifestyle and scarcity purchase near the CBD. The thesis is conserved supply and a quiet address, not commercial yield. The HDB estate next door is part of the neighbourhood's character and reflects its long-standing residential community, but it does not make the private shophouse a commercial asset.
The tax profile is usually residential. Buyer's Stamp Duty applies, and Additional Buyer's Stamp Duty may apply depending on residency and property holdings. Rates are set by IRAS and change, so verify before committing. Our commercial versus residential ABSD breakdown explains why the commercial pathway does not transfer here, and the conservation investing guide covers the trade-offs.
HDB flat purchases follow separate eligibility rules set by HDB, so confirm them directly if that is your route.

- Compare approved plans with the built reality, especially rear and attic works.
- Commission a structural survey covering party walls, roof and drainage.
- Check parking and access on a narrow street.
- Ask your lawyer to model stamp duty for your buyer profile before the option is exercised.
